According to the longstanding 2013 city permit that governs the festival’s operations, all performances must end by 1:00 AM on Fridays and Saturdays, and by midnight on Sundays. For every breach of this regulation, Goldenvoice is fined $20,000, with an additional $1,000 levied for each minute that a performance extends beyond the sixth minute past curfew.

The incident occurred on Saturday, April 12, when Travis Scott—headlining both Saturdays of the festival—took the stage late and ended his set around 1:03 AM. While the second Saturday’s performance managed to conclude on time, the first weekend’s minor delay was enough to trigger the penalty.

Interestingly, a source speaking to TMZ cited an earlier issue involving Green Day’s set running 15 minutes behind due to a fireworks mishap, which reportedly caused a tree to catch fire. This delay allegedly pushed Scott’s start time back by approximately five minutes.

Despite this hiccup, the City of Indio confirmed that this was the only curfew violation across all three weekends of Goldenvoice’s spring festival lineup, which includes both Coachella and the Stagecoach country music festival. That makes 2024 a notably tame year for infractions—especially compared to previous editions.

Last year, Coachella Weekend 1 saw a staggering $117,000 in fines after headline acts like Bad Bunny, Frank Ocean, and Calvin Harris exceeded their set times. Weekend 2 added another $51,000 to that total, with performances by Bad Bunny, Skrillex, Fred Again, and Four Tet running long. And even in 2024, Lana Del Rey‘s set during Weekend 2 earned the festival a $28,000 penalty after going 13 minutes over.

These recurring violations highlight the ongoing tension between the high-energy, unpredictable nature of live music events and the strict curfews enforced by local municipalities. While the fines are a drop in the bucket for an operation of Coachella’s scale, they serve as a reminder of the delicate logistics involved in staging one of the world’s most influential music festivals.

There has been significant pushback against the film by the lawyers and festival promoters at Live Nation; who are currently in the middle of multiple lawsuits. They claim that one of the plaintiff lawyers had a hand in the creation of the film. And the filmmakers seek to derail the defendant’s case by influencing the jury with this documentary. 

Producer Charlie Minn defends that the documentary is unbiased and was quoted to the Associated Press saying:

The Houston Police Department is now coordinating with the FBI to ask everyone to send their Astroworld videos here. Take a look at what the Houston PD had to say about it (full statement below): 

“Houston Police Detectives have already viewed countless hours of video evidence as part of our ongoing investigation into the Astroworld event. To ensure that we have captured all possible evidence for a complete investigation, we have partnered with the Federal Bureau of Investigation for additional technical assistance.”

In November of last year, attendees of Astroworld fest came for a day of fun and music. But instead, they were met with tragedy and pain as Travis Scott performed for them. 

Because of that, a massive investigation has unfolded, putting Travis Scott, Live Nation and ScoreMore at the center of the chaos. This situation continues to be tense and soon, and hopefully this investigation will shed light on whether there was criminal activity involved.

Travis Scott was originally slated to be a headliner of the festival. This had been on the docket since January of 2020. Speculators suggest he will receive a 25% “kill fee” for his removal from the festival. The rapper reportedly offered to waive his fee completely in order to stay on as a headliner. Scott currently has hundreds of lawsuits leveraged against him, so it is unlikely we will see performing at festivals any time soon. 

Coachella Valley Music and Arts Festival is the largest festival in North America. It has a carrying capacity of 125,000 and is already sold out for both of its weekends. Those weekends are set to be April 15-17 and 22-24.

Finner stated, “He said no one injected drugs in him, so we wanted to clear that part up”. In a dark moment for music festival, this at least offers a glimpse some humanity. At least we are not stabbing each other with needles.

This tragedy has lead to much debate about responsibility and safety at music events the world over. In a 50,000 person event, where it takes 40 minutes to shut down after police declare a “mass casualty event”. Who is accountable? Civil Lawsuits have been filed against performer Travis Scott and promoter Live Nation.

Mr. Scott has been criticized, arrested, and charged in the past for inciting poor behavior at his concerts. He has even encouraged fans to sneak into his shows inciting acts of rebellion. Live Nation has similarly been called out for prioritizing profits over the safety. 

The Crowd Density Factor

Experts weighing in suggest that crowd density is the key factor that shows up again and when looking at these crowd surge events over the years. Music festivals have become quite the cash cow in this day and age, and with bottom line driven promotors seeking to sell as many tickets as possible, that often doesn’t leave much room to dance, let alone breathe, and this is where the problem lies. 

Festivals can alleviate this by creating barricades to divide crowds into smaller subsets. They can have simultaneous performances at different stages to prevent crowd bottlenecks. But as we have seen with Astroworld, this technique doesn’t always work.

At Astroworld, Non-ticketed fans had breached the festival barriers as early as 9AM. And many fans stormed the festival gates to obtain exclusive merchandise that is known to have a high re-sale value. When the crowds began to surge, this created pinch points near the stage. People became too closely packed and this resulted in human death.

Blame

The Houston Police Department has pointed their finger at Live Nation to take more responsibility in pulling the plug on the event. After more than one attendee was administered CPR, the HPD informed production to shut down the event. The police themselves do not have the power to pull the plug. Only the production team has the ability to do that.

There is an ongoing investigation led by the Houston Police Department. And they have every intention of holding officials and officers accountable as necessary. This includes private security companies that often employ third party security staff. HPD will talk to the FBI on Friday.

Former AEG Live CEO Randy Phillips weighed in with an industry perspective “we are over securing and over insuring all participants in a way we probably wouldn’t have pre-Astroworld”. Let’s hope that our festival promoters think about human density in the future. We all need a little room to breathe.

Cancel Astroworld?

Tiktok user @remi.rich posted a series of videos detailing what he went through and slammed the event for its carelessness. He and his partner proceeded on a call for backup by the stage, where the crowd washed over them. People asked for help along the way, pointing out an unconscious man along their way. By the end of ten minutes, he had found three unconscious people and wanted to attend to them all but he had to follow protocol and attend to them in order. Medics administered one-man CPR to the unconscious, which should’ve alerted an immediate shutdown.

Ultra has faced its share of battles including Miami residents trying to evict the festival from the downtown over noise. But in the context of Astroworld, city officials have convinced The Miami Herald editorial board the show should go on.

In an editorial titled “Ultra returns to Miami in March. Let’s heed the lessons of the Travis Scott concert”, the board acknowledged that music festivals can turn deadly. The board cited “huge crowds, limited space, popular performers, drugs and alcohol, the quest for a good spot near the stage.”

However, the board also pointed out, “No doubt, the vibe of Ultra and that of a Scott concert are different.” Astroworld features rap and hip hop, while Ultra brings the euphoric and uniting sounds of dance music.

“Scott has a history of encouraging the energized crowds to get wild and to ‘make the ground shake,’ as he did in Houston even as ambulances were rushing into the crowd to aid distressed fans,” the board wrote.

“In the end, fans suffered suffocation, trampling and heart failure, with eight dead (now nine) and 25 hospitalized.”

The board noted, “Yes, Ultra is mellower but the Miami extravaganza hasn’t been without violence.”

In 2015, people crashing the event without tickets trampled a security guard. Quite a different situation.

Preparing for Ultra

Astroworld’s disaster should prompt Miami officials and Ultra organizers to look at their crowd control plans, the board said.

The board asked former Miami Police Chief Ray Martinez, who has been hired as Ultra’s security chief, to weigh in.

“We don’t know enough yet as to what led to the Houston tragedy,” Martinez said. “But we will pay attention to lessons to be learned and adopt them for Ultra if warranted.”

Meanwhile, Miami Mayor Francis Suarez assured the board that the city will be ready.

“Miami police and fire have worked events of the same magnitude of Astroworld or larger for decades,” Suarez said.
